Legislative Deadlines are important. If a bill is not introduced or passed by certain deadlines, it will die. While there are some exceptions, a dead bill will not be eligible to become law during the current session.

Mississippi Legislative Bill Process

Terms to Know

Approved by the Governor – this means the bill has passed through the legislative process, received the Governor’s approval, and will now be passed into law.

Committee Substitute Adopted – the committee substitue has been approved and adopted by either the Senate or the House and will pass to the next step of the legislative process

Conference Report Adopted – if the conference report is adopted by both sides the bill can pass to the next stage

Conference Report Filed – after a conference is held a report is filed

Decline to Concur/Invite Conf – this means that changes amended to the bill were not approved by either the Senate or the House and a conference will be held to resolve the dispute

Died In Committee – this means the bill has not passed its assigned committee and is now “dead”

Law W/out Governor’s Signature – this means the bill has passed through the legislative process and become law

Passed – the bill has passed either the Senate or the House “as is”

Passed As Amended – the bill has passed either the Senate or the House ammended

Referred To <insert name of committee here> – the bill has been assigned to either a House or Senate committee

Returned For Concurrence – the bill has been amended by either the Senate or the House and is now being sent back to the other side for approval

Tabled – tabling a bill or motion means setting it aside and not taking any further action on it

Title Suff Do Pass – the bill has passed its assigned committee “as is”

Title Suff Do Pass As Amended – the bill has passed its assigned committee ameneded

Title Suff Do Pass Comm Sub – the bill has been replaced with a commitee substitute bill and has passed to the next step of the legislative process

Transmitted To Senate – the bill has been sent over to the Senate

Transmitted To the House – the bill has been sent over to the House of Representatives
