Highlights from the 2011 Legislative Session

Listed below are selected health-related bills that passed the Legislature during the 2011 Regular Session.  Click on the bill number to access a copy of the bill.

Certificate of Need

HB 826 – Provides for direct appeal to the Supreme Court and for expedited review for certain expenditures.  This bill passed the House and the Senate and has been approved by the Governor.

Injury Prevention

SB 2196 – Requires competency training and helmets for ATV riders under a certain age.  This bill passed the Senate and the House and has been approved by the Governor.

SB 2472 – Increases the penalty for passing a stopped school bus. This bill passed the Senate and the House and has been approved by the Governor.

Insurance

HB 377 – Extends the repealer on the Health Insurance Exchange Study Committee. This bill has passed the House and the Senate and has been approved by the Governor.

Note: HB 1220, which would have authorized the establishment of the Health Insurance Exchange, died in conference.

Mental Health

HB 1177 – Creates a Joint Education and Mental Health Study Committee to study services provided to children with mental health needs.  This bill passed the House and the Senate and has been approved by the Governor.

SB 2836 –   Creates the Mental Health Reform Act of 2011.  This bill passed the Senate and the House and has been approved by the Governor .

Public Health

HB 105 – Modifies the Mississippi Individual On-Site Wastewater Disposal System law.  This bill passed the House and the Senate and has been approved by the Governor .

HB 1170 – Creates an advisory committee to study areas of the state underserved in retail availability of healthy foods.  This bill passed the House and the Senate and has been approved by the Governor.

SB 2435 – Revises the appointment process for the State Medical Examiner and creates a State Medical Examiner Advisory Council.  This bill passed the Senate and the House and has been approved by the Governor.

School Health

HB 999 – Requires local school boards to adopt a policy on and implement sex-related education.  This bill passed the House and the Senate and has been approved by the Governor.

SB 2220 – Directs the State Department of Health to apply for federal grants for a school flu vaccination program.  This bill passed the House and the Senate and has been approved by the Governor.

Task Forces

HB 533 – Extends the repealer on the Chronic Kidney Disease Task Force.  This bill passed the House and the Senate and has been approved by the Governor.

HB 924 – Creates the Mississippi Obesity Prevention Council.  This bill passed the House and the Senate and was vetoed by the Governor.

HB 1125 – Creates the Mississippi Autism Advisory Committee.  This bill passed the House and the Senate and has been approved by the Governor.

Trauma/EMS

HB 1309 – Authorizes counties to levy an ad valorem tax to support the burn center lodge at the burn center at Crossgates River Oaks Hospital.    This bill passed the House and the Senate and has been approved by the Governor.

SB 2734 – Extends the repealer on the statewide trauma care system and on certain hospice and nursing home regulations.  This bill passed the Senate and the House and has been approved by the Governor.
